A traditional, antiquated trade union typically represents workers in a general context and engages in broad discussions with the employees’ respective employer—in the Maltese context, this would be the Ministry of Education, the Secretariat for Catholic Education, and other private schools. However, the UPE goes far beyond what is traditionally considered the norm.
UPE stands for the Union of Professional Educators. As the name suggests, the Union listens, understands the individual’s needs, and guides them accordingly. It advises its members within the legal frameworks established from time to time and provides professional feedback. Yes, the UPE offers professional feedback, to teachers, Kindergarten Educators (KGEs), and Learning Support Educators (LSEs) alike.
We also assist members with workplace strategies and help them navigate pedagogical aspects that may prove challenging within their specific classroom contexts.
The UPE further represents members who are summoned for disciplinary procedures by providing legal advice, devising a strategy, and preparing the necessary documentation required for such proceedings. We intervene in workplace issues to find solutions and establish an amicable, professional way forward. The UPE also responds on behalf of its members to written warnings and any other disputes that may arise from time to time.
Our support extends to handling submissions to the Council for the Teaching Profession (CTP) and the Industrial Tribunal, lodging complaints with the Department of Industrial and Employment Relations (DIER), and managing appeals and contestations of interview results with the Public Service Commission (PSC) and the Ministry for Education, Youth, Sport and Research (MEYR), among much else.
The Union has evolved beyond its traditional role to become a community base. Here, members meet to discuss various topics, which are later developed into policy documents and submitted to the relevant authorities for implementation. Other discussions are held internally to explore and pursue new directions for the Union.
The UPE also assists members with health-related matters, such as planning and discussing maternity and parental leave. We support professionals who are leaving the profession by helping them calculate notice periods, offering psychological support, and guiding them towards potential new opportunities within the Public Service or private sector. We help educators who are parents manage their private and professional lives, thereby promoting a sustainable work-life balance. The Union also assists members with applying for other leave entitlements as issued by the Public Service or relevant authorities.
The UPE also serves as a reference point regarding the calculation of salaries and allowances. It becomes involved in the recovery of arrears, as well as the recovery and rectification of salary and allowance payments. The Union further assists members with transfers and practice placements, and supports those encountering issues with third-party institutions where they are pursuing their studies.
Regarding mental health, the Union assists members by directing them to the appropriate professionals and advising them on the correct course of action. We also help prepare for and provide guidance on Medical Board appointments.
In short, we are a comprehensive trade union that delivers more than what is expected. We are not a traditional union; we are a Professional Union dedicated to taking care of all your needs.
