The publication of the confidential agreement now allows all educators, regardless of their trade union affiliation, the opportunity to examine the document that had been concealed by the Ministry of Education and the Malta Union of Teachers (MUT).

The UPE is aware that the secret collective agreement was only in the possession of a very few individuals; in fact, school management and college principals were unaware of its contents and prepared their own PowerPoint presentation with an abbreviated summary.

The UPE is currently analysing the document and addressing members’ queries.

At first glance, it is evident that the Government of Malta, the Ministry of Education, and the Malta Union of Teachers are attempting to restrict educators’ freedom of association while possibly engaging in discriminatory practices. The Government also appears willing to breach its own regulations to avoid upsetting the “other union”.

The UPE will not allow such unlawful agreements to obstruct the union’s activities and will explore every legal possibility.
